Car steering wheel makes a rubbery grind when the weather is hot!?

My car steerring wheel is making this rubbery grind when the weather is Hot, and it would act like it wanna stop. The steering fluid is there.. the mechanic could not figure out what is wrong with it.Any help or ideas are appreciated!!! thanks
